Beschrijving“Recorder may happen to be for the time, for by the Charter, he must form a part of the court wherever that court sits, the other two are illegal and altho’ the point is far from being clearly laid down, it would appear that their judgements are liable to be overturned by him, unless indeed a majority be formed by another lay judge taking his seat_ A case of some importance was lately decided at Singapore by the Resident Councillor & on his judgement the Defendant incarcerated z- the Legal Judge however on his arrival on circuit, reversed the decision with costs as being contrary to law_ this state of things ought not to exist for had the Governor chosen to interpose his vote as president of the Court the decision must have remained unaltered & is to be hoped that the Supreme Govt will soon bring their deliberations on the subject to a conclusion as it is now four or five years since the question has been under their consideration.
The expense of living in Singapore as compared with the two other settlements in the Straits or any part of India is very great as may be imagines from the fact that a Butcher receives Eleven Dollars for a sheep when cut up in four quarters, while in many parts of India the same animal could be got for one rupee and even in Calcutta bazars for three or four._ Poultry is also very high and as no more is imported than what can be sold off at once, any sudden influx of ships requiring provisions sends up prices to a height which must tell heavily on families with limited means._ The wages of servants, male and female range from three to $10 Dollars p. month that of agricultural laboirers from two & a half to three Dollars.
